Joshua C. Hall

 Joshua C. Hall is an assistant professor in the Department of Economics at Beloit College in Beloit, Wisconsin. He earned his bachelor and master degrees in economics from Ohio University and his Ph.D. from West Virginia University. Formerly an economist for the Joint Economic Committee of the U.S. Congress, he is a co-author of the widely-cited Economic Freedom of the World reports. In addition, he is author of over 40 articles in journals such as the Atlantic Economic Journal, Cato Journal,Journal of Economic Behavior and Organization, Journal of Economic Education, Journal of Labor Research, Southern Economic Journal, and Public Finance Review.

A Process for Cleaning Up Federal Regulations

This paper suggests a process to identify, evaluate, and eliminate inefficient regulations. Combining lessons from two successful government reform programs—the Base Realignment and Closure Act in the United States and the Dutch Administrative Burden Reduction Programme—the proposed framework would identify the regulatory costs associated with a historical piece of legislation and create a target for reduction in regulatory costs.
