The problem with such precautionary thinking is that it poses a serious threat to technological progress and human prosperity. Under an information policy regime guided at every turn by a precautionary principle, digital innovation and technological progress would be impossible because fear of the unknown or hypothetical worst-case scenarios would trump all other considerations.
