Discussion in this session revolved around concerns of nation building experts and practitioners. Should the United States develop and follow a long-range plan? What is the proper role of the US governemnt and coalition forces in the reconstruction effort? How transparent should that plan be? How best should coalition forces restore public security and create quality Iraqi security forces? How can we instil long-term legitimacy to these forces?
